Suggestion - gradually introduce zero emission vehicles via law:

2020 1% of new vehicles zero emission
2021 2%
2022 3%
2023 5%
2024 10%
2025 15%
2026 20%
2027 30%
2028 40%
2029 50%
2030 60%
2031 70%
2032 80%
2033 90%
2034 100%

A few nations have pledged to get rid of all petrol and diesel cars by 2040 - but that's not ambitious when we already have electric cars!
